This water rocket has been over-engineered to get maximum hang time. It consists of two 2-liter bottles, some wrapping paper tubes, heavy duty cardboard, and skewers. It is balanced perfectly so that it will flip on its side when falling. Its record hang time is close to twenty seconds.
