On July 15, 1951, Representative John F. Kennedy, a promising young Democratic from Massachusetts, offered his views on what terms the United States should seek at the Korean War armistice talks being held in Kaesong. In Congress, Kennedy was known for his foreign policy expertise, and often took a bipartisan stance when it came to issues of national security.
